uploading spot rates

Hi--what am I doing wrong?  I believe I'm uploading like the template shows (in *.xlsx format). 

There are only 20 rows in this group of rates, but OR is looking for rows 21-1000???

Please write in to the Helpdesk and send us the Excel file.  We'll take a look.
